Topic: Investigating State Sponsored Fraud. This is an increasing issue for fraud investigators and this presentation will overview the Sochi Olympics fraud involving the Russian State. Martin will detail the lessons learnt from Sochi and how they can be applied to any investigation involving an overseas State body.

Martin Dubbey MSc, Managing Director, Harod
Martin spent over 30 years working for UK law enforcement both with HM Customs and the Serious Organised Crime Agency (now NCA). A highlight was to spend 4 years based in Miami as the British Drug Liaison Officer. Over the past few years, as Managing Director of Harod, Martin has been investigating commercial fraud, due diligence, corruption and asset tracing in the private sector. He has specialised in sport investigations including both anti-doping and match fixing. He led on the investigation into corruption at IAAF (2015) and was the Chief Investigator into State corruption at the Sochi Olympic Games (2016-19) and corruption within International Weightlifting (2020).
Martin has an MSc in International Criminal Justice and is a member of the FBI Leadership Development Program.

Steve Paine, Betting Integrity Lead, Sports Betting Intelligence Unit, Gambling Commission
Steve spent 10 years working in various intelligence roles in UK policing (with a focus on disrupting organised criminal groups), before moving to the Gambling Commission in 2013.
Steve is the Commission’s Betting Integrity Lead responsible for its Sports Betting Intelligence Unit.
Steve works closely with DCMS and represents the UK at various international match-fixing and sports corruption conferences (e.g. Interpol, Europol, the Council of Europe, UNODC).
Steve works closely with both UK-based sport governing bodies and international federations, both on specific integrity cases and the delivery of integrity frameworks at major sporting events such as the Euros, the Olympics, etc. Steve has a Masters in Sports Law (LLM).
